We reserve the right to suspend accounts and withhold payment if a publisher is caught sending fraudulent traffic. This was the case with this user. We informed him of this in a private ticket, but he does not seem satisfied with the answer.
From our point of view, he did clearly send fraudulent traffic, but we do not give out proof of this as this can give fraudulent publishers ideas on how to get around our filters and detection methods going forward.
As long as the traffic is legit, we pay. It is just a shame people like this try to first cheat us and advertisers and then try to tarnish our reputation for not paying for (fraud) traffic.
