You are defending yourself here but when i sent an email for my query you did not even reply.
If i was using 15 ads who allows me. Your system is allowing to put your ads of any quantity and at every site if even not approved from you.
Kindly update your systems first before banning any one.

You can create unlimited ad units but you can not use them on one single page. ( For example: 5 of them for yoursite/register page. Another 5 adunit for yoursite/dashboard ) Also by registering our website, you are accepting our policies. And this limit written on there. (Please read Advertiser and Publisher Policies – Number 3)
When a user request withdrawal, we are checking their site, ad units, traffic etc. for protecting our advertisers before approving it. ( Please read Advertiser and Publisher Policies – Number 2 )
