Google Ad Manager Review – Ad Server, SSP and Video Ad Exchange for Publishers

Google Ad Manager is not a network you "join" in the traditional sense. It's Google's enterprise ad server — the platform where publishers manage inventory, set price floors, and connect to multiple demand sources simultaneously: direct campaigns, AdSense, Ad Exchange (AdX), header bidding partners, Open Bidding, and CTV all compete in one unified auction. Pre-2018 this was two separate products — DoubleClick for Publishers and Google Ad Exchange. Google merged and rebranded them. If you still see "DFP" or "AdX" in older articles, they mean the same thing.

The platform covers every major format. Display, native, video, in-app, audio, CTV — all managed from one dashboard. Direct-sold campaigns run alongside programmatic demand without the usual waterfall headaches, and the unified auction means each impression goes to whatever buyer is willing to pay most, not whoever happens to be next in line. Reporting is granular enough that most publishers end up replacing three or four separate tools with GAM alone.

The free tier handles up to 90 million monthly impressions for North American publishers and up to 200 million elsewhere. Beyond that you're looking at GAM 360, the paid enterprise version with higher caps, advanced reporting, and dedicated account management. AdX access — Google's premium exchange layer where CPMs are meaningfully higher — isn't available to everyone directly. Most small and mid-sized publishers reach it through a Google Certified Publishing Partner via Multiple Customer Management.

That's also the honest weak point. GAM requires real ad ops experience to run well. Publishers coming from managed platforms like Primis will feel the gap fast — no hand-holding, no account manager unless you're on 360, and the learning curve is steeper than most networks in this list.

Worth it at scale. Less obvious if you're not there yet.
